Some people study child welfare from the outside. Angelica Foster lived it first. Today, lived experience, statewide leadership, applied research, and trauma-informed strategy come together to help systems and families navigate the work with clarity.
THE PERSONAL STORY

It Started in a
Judge’s Chambers.
At nine years old, Angelica Foster sat inside a New Jersey Superior Court judge’s chambers during a nearly three-year custody battle involving her and her sister.
In a moment that would shape the trajectory of her life, she spoke honestly about what she and her sister had experienced. That same day, the judge ordered immediate reunification with their mother.
Long before leadership titles, advocacy roles, research, or consulting, there was firsthand experience with what it feels like to move through systems as a child whose future was being decided by adults.
That experience became the foundation for work dedicated to ensuring children are heard, families are treated with dignity, and professionals have the support they need to do sustainable, effective work.
SYSTEMS LEADERSHIP
From lived experience to systems leadership.
Over the last decade, Angelica’s career has been built at the intersection of child welfare, leadership, advocacy, workforce sustainability, and systems transformation.
Within North Carolina’s Guardian ad Litem Division, she held leadership roles at both county and statewide levels, supporting frontline advocates, strengthening program operations, and contributing to workforce strategy across all 100 North Carolina counties.
As a Guardian ad Litem Program Supervisor in Mecklenburg County, her work included advocate operations, trauma-informed practice initiatives, and cross-sector collaboration involving courts, attorneys, DSS agencies, and service providers.
High-quality child welfare practice is only sustainable when the people doing the work are supported well, too.

This work is rooted in more than expertise.
Every training, strategy session, advisory engagement, and conversation is grounded in a commitment to creating systems that are more sustainable for workers, more understandable for families, and more responsive to the children depending on them.
Angelica’s understanding of child welfare was shaped not only by her own childhood experiences within the system, but also by what she witnessed inside her home. Her mother served as both a kinship caregiver and foster parent, opening her home to children who needed safety, structure, stability, and care during vulnerable moments.
She also modeled respectful collaboration with biological parents whenever it was safe and appropriate. That perspective helped shape Angelica’s deeper understanding of shared parenting, reunification, and the truth that supporting children well often requires supporting the relationships surrounding them.
Children are best supported when the adults around them are equipped to communicate, collaborate, and move forward with clarity.
